Access to good quality affordable housing, be it bought or leased, should be a fundamental right in all area’s of Europe. How we assess good design quality is a difficult subject. Aberdeenshire Council, working in partnership with both The Robert Gordon University and other organisations, and with funding from the European Social Fund [ESF], have attempted to establish a set of ‘design values’ to assist in making this process more transparent, fair and inclusive. As well as creating a methodology to aid planning decisions in relation to design quality, progress has been made with the development of an online assessment tool to guide architects, planners and developers as to what constitutes ‘best design practice’. This whole body of work undertaken by the partnership has become, generally, known as ‘The New Scottish House Project’.
